Approval of regulations for liquid substance transportation limitations on international flights
The BOARD OF DIRECTORS OF THE NATIONAL CIVIL AVIATION AGENCY, vested with the jurisdiction granted by paragraph V of Art. 11 of Law # 11.182 of September 27 2005 and taking into account that set forth in OACI Recommendations according to Doc. AS*/11-06/100 Confidential, of December 1 2006, HEREBY RESOLVE:
Art. 1 From April 1 2007, all passengers on international flights including passengers allocated exclusively on domestic legs, or who need to use the departure lounge reserved for international flights, shall be subject to the following restrictions regarding the transportation of liquid substances including gels, pastes, creams, aerosols and similar, per passenger in their respective carry-on luggage:
a) All liquids should be carried in vials with a capacity of up to 100mL and should be placed within a sealed transparent plastic bag with a maximum capacity of 1liter not exceeding 20 x 20cm in size.
b) Liquids carried in vials larger than 100mL cannot be transported even if the container is partially full.
c) Vials should be adequately wrapped (with room) within totally sealed transparent plastic packaging.
d) The plastic packaging should be presented for visual inspection at the passenger boarding inspection station and only one plastic package is permitted per passenger.
Sole paragraph – Medical articles with the respective medical prescription, baby foods and special diet liquids, in the necessary quantity for use throughout the entire flight, including any potential connections are exempt from the referred limits and should be presented upon passenger inspection.
Art. 2 Liquids purchased at “Duty Free Shops” or onboard aircraft may not exceed the limit stipulated above as long as contained in sealed plastic packages and with the receipt of purchase on display, dated to the start of the flight for boarding or connecting passengers.
Sole paragraph – This measure does not guarantee acceptance of the sealed package by other States in the case of connecting flights at its airports and the airline company should notify passengers that find themselves in this situation of the possibility of their product being withheld by foreign authorities.
Art. 3 With a view to facilitating security inspections, plastic packages containing vials with liquids must be presented separate to passenger carry-on luggage, as well as any blazers, jackets and laptops/notebooks for inspection by X-ray machines.
Art. 4 At Brazilian airports, the implementation of this type of measure is the responsibility of air and sea-port administrations in the inspection lanes for passengers arriving on international flights.
Art. 5 Airline companies and travel agencies are responsible for notifying passengers of the guidelines contained in this resolution when purchasing passenger tickets as well as during the dispatching procedures for the same.
Art. 6 The current measures are compulsory for all passengers boarding international flights, domestic legs or those who need to use departure lounges set reserved for international flights.
Art. 7 This resolution enters into force on the date it is published.
