In the light of the events that took place on August 10 2006 and with the aim of protecting all passengers against a new threat from explosive liquids, the European Union has adopted security measures that place restrictions on the amount of liquids permitted at screening checkpoints.
These new security measures took effect from 00:00 hours on November 6 2006 at all airports in the European Union as well as airports in Norway, Iceland and Switzerland.
These security measures apply to:
• All passengers;
• All screening checkpoints at EU airports; and
• All destinations.
Passengers are not authorized to carry liquids in their carry-on luggage except when contained in individual containers no larger than 100 milliliters or equivalent (100g /3 Oz), contained in a sealed, transparent plastic bag and that may be opened and resealed of no larger than 1 liter (per passenger).
By means of reference, the bag may not exceed 19cm by 20cm.

Articles should be conveniently arranged within the bag so that the latter may easily be sealed and allow for easy visualization and identification of its contents.

By liquids, we refer to:
• Water and other beverages, soups and syrups;
• Gels, including hair-gels;
• Pastes, including dentifrice creams;
• Other articles of a similar consistency;
• Lotions, including shaving perfumes and creams; and
• Aerosols and other pressurized containers.
EXCEPTIONS:
Liquids required on all trips*, intended for medical purposes with a medical prescription and proof of the authenticity of the exempt liquid; and
Liquids required on all trips* intended to meet special dietary needs subject to a physician's note;
Baby food;
* Required for consumption during flights and stay.
When requested, passengers will be required to provide proof of or prove the authenticity of the exempt object by tasting or skin testing.
INJECTABLE MEDICATION
On flights leaving Portugal, request a copy of the special authorization form (downloaded direclty in PDF format) from INAC via e-mail, letter, fax or by hand, for the transportation of injectable liquid medication and objects used to administer the same in carry-on luggage, stating the flight number, date, airline company, destination and passenger identification and attach a physician's note for this purpose.

OBSERVATIONS:
These restrictions do not apply to liquids purchased and wrapped in resealable bags at stores located beyond boarding card screening checkpoints or onboard European Union airline company aircraft.
However, resealable bags should never be opened before passing security screening checkpoints and should whenever possible be kept closed and sealed until final destination.
These measures do not apply to luggage presented at check-in desks as checked baggage.
OTHER MEASURES:
Passenger coats and cloaks will be controlled separately to carry-on luggage; and
Portable computers and other oversized electric goods should be removed from carry-on luggage prior to baggage screening checks and inspected separately.
RECOMMENDATIONS:
• Avoid carrying liquids in carry-on luggage;
• At screening checkpoints and before X-ray machines, present all liquids carried to the security screening personnel on duty;
• Ensure that any liquid purchased after boarding-card check-in or onboard European airline company aircraft, is preferentially placed separate to other items purchased at the same time, in a sealed bag along with proof of purchase; and
• Do not open the sealed bag until your final destination, especially when taking connecting flights, at the risk these liquids be confiscated at another screening check-in point.
