Mainland Portugal and Islands

Passengers traveling to Portugal or with a layover at a Portuguese airport

As per the directive of the Portuguese Government (Decree Law no. 7595-A / 2020, of July 31), entry into Portuguese territory is only authorized for:

  1. Passengers on flights from countries belonging to the European Union, countries associated with the Schengen Area (Liechtenstein, Norway, Iceland and Switzerland) and the United Kingdom under the terms of the Departure Agreement between the European Union and the United Kingdom (regardless of nationality of the passenger);
  2. Passengers on flights from countries whose epidemiological situation is in accordance with Council Recommendation (EU) 2020/912, of 30 June 2020, namely Canada and Morocco;
  3. Passengers on flights from countries that are not members of the European Union or that are not countries associated with the Schengen Area, exclusively for essential travel, thus:
    1. Citizens of the European Union, nationals of States associated with the Schengen Area and members of their families, in accordance to the Directive 2004/38 / EC, of the Parliament and of the Council, and third-country nationals legally resident in a Member State of the European Union;
    2. Third-country nationals traveling for professional, study, family reunion, health or humanitarian reasons.
  4. Passengers on repatriation or humanitarian flights organized in accordance with the law.

Passengers on flights described in sub paragraphs a) and b) are not required to submit a negative RT-PCR molecular test for COVID-19, performed within 72 hours prior to the flight.

All passengers (including Portuguese citizens, residing in Portugal and their families) on the flights described in paragraphs c) and d) must present proof of laboratory testing (RT-PCR) for the screening of SARS-CoV-2, with a negative result, performed within 72 hours prior to the time of departure, or they will be denied boarding.

NOTE - The test must be a molecular RT-PCR test and rapid tests are not acceptable.

Exceptions to the rule of mandatory presentation of negative test results before boarding:

  • Passengers transferring in Portugal with a connecting flight outside of national territory are exempt from presenting the test as long as the connecting flight takes place on the same calendar day and they do not leave the boarding area within the airport;
  • Passengers of Portuguese nationality and passengers with legal residence in Portugal, on flights originating in African Portuguese speaking countries or any origin in a third country on repatriation or humanitarian flights:
    • Can board without proof of testing;
    • They will be tested upon arrival to the Portuguese airport, at their own expense, and must await the results at their residence (for reference, the test costs 100 €).

Portugal - Traveling to Madeira and Porto Santo
When planning your trip to Madeira and Porto Santo, it is important to know the regulations in force in this Region, within the scope of the prevention and containment of COVID-19.

1 - It is mandatory to complete the travel registration form. For your convenience, you can fill it out 12 to 48 hours prior to departure here: https://madeirasafe.com.

As of July 1:

All passengers on flights from abroad who carry a negative PCR test for COVID-19 disease, performed within 72 hours prior to disembarkation, in laboratories certified by national or international authorities, upon disembarkation, proceed to their destination, upon presentation of the respective report submitted, in advance, through https://madeirasafe.com.
Passengers disembarking at airports in the Autonomous Region of Madeira who have not performed a PCR test for COVID-19, will do so at the airport upon arrival. After performing the PCR test, the passenger will proceed to their destination. The passenger will be informed of the result within the following 12 hours.
As additional preventive measures for COVID-19 in the Autonomous Region of Madeira, the following are recommended:

Use of a mask, especially in closed spaces and public transport (mandatory);
Social distance (2 meters between people and avoid crowds);
Frequent hand hygiene;
Respiratory etiquette.
For the safety and protection of all, comply with the recommendations.

Portugal - Traveling to the Azores
All passengers disembarking at the airports of Ponta Delgada, on the island of S. Miguel, or Lajes, on the island of Terceira, must fill out here the Questionnaire of the Risk and Early Detection, within 72 hours prior to departure. The questionnaire will present various possibilities and the passenger will have to opt between one of the following:

  1. The first is you have already been tested for SARS-CoV-2 virus on the 72 hours preceding your flight to the Azores and the result was negative. 
    In this case you will have to show the physical document issued by a lab that proves that the test for SARS-CoV-2 has been performed within the 72 hours before your departure from the origin airport. That document should contain your identification, the lab where the test was performed, the date of the test, the signature of the people who performed the test, and the NEGATIVE result. 
    If the stay will be longer than seven days, the passenger should, on the 6th day from the date SARS-CoV-2 test was performed, contact the health services of the county where you are staying so that another test can be performed by the Health Authorities that will inform you of the result.

  2. Alternatively, you can choose the second option: This option consists of starting the procedures to perform the SARS-CoV-2 test as soon as you land. 
    For that, the professionals of the Health Authorities at the airport will need to collect biological samples so that they may perform the SARS-CoV-2 test. 
    After the test has been performed, you must stay in prophylactic isolation at your home or place where you are staying until you get the results of the test. 
    In this case and if the stay will be longer than seven days, the passenger should, on the 6th day from the date SARS-CoV-2 test was performed, contact the health services of the district where you are staying so that another test can be performed by the Health Authorities that will inform you of the result.

  3. You also have a third option: go back to the place where you boarded or travel to any airport outside of the Autonomous Region of the Azores, being until the time of departure, in prophylactic isolation in a hotel indicated for this purpose.

You must oblige to the rules of wearing a mask, social distancing, and breathing etiquette defined by the Regional Health Authorities. 

In case the passenger refuses to oblige to all the previewed procedures, the Local Health Authority can, within the framework of its powers, to enforce the compulsory quarantine for the time needed to get the results of the SARS-CoV-2 test, or if the passenger does not allow the test to be performed, during fourteen days counting from the time of arrival to the Region in a hotel indicated for this purpose, being the costs supported by the passenger. 

The non-compliance of the passenger with the prophylactic isolation under the above mentioned terms and period, as well as the non-compliance with the compulsory quarantine, in the cases it has been determined, implies the immediate file of a criminal claim of contempt by the Health Authority of the county where you are staying.

Passengers with connecting flights upon arrival to the Azores

  • Baggage will be checked only to the first point of entry to the Azores.
  • Baggage must be collected upon arrival and passengers must go to the test area, to validate the document that proved that the passenger has been tested for SARS-CoV-2 or to carry out tests upon arrival for passengers who do not present the document mentioned above.
    • Passengers who have been tested within the 72 hours prior to boarding and have proof of a negative result, after validation of the supporting document, can return to the airport, namely the Check-in area to proceed with check-in and baggage drop-off.
    • Passengers who have not been tested in advance and do so upon arrival to the Azores will have to wait in mandatory confinement until the test result is received, a result that must be negative.
  • Passengers who have not been testes should not have reservations for the inter-island flights on the same day, considering that the waiting time for the result may exceed 12 hours.

Europe

Traveling to Austria
Passengers with flight from Portugal or transit in Portugal must present RT-PCR test for Covid 19, with a negative result, carried out within 72 hours prior to boarding. If testing is not possible at the point of origin of the flight, entry can still be granted to Austrian territory, and the RT-PCR test must be carried out in Austria within 48 hours. Until a negative test result is available, a self-monitored (home) quarantine must be carried out, for which an accommodation confirmation has to be presented. Quarantine can only be terminated when negative test result is received. The costs for the test as well as any necessary accommodation will be paid by the passenger.
Children up to the age of six are exempted from obligatory COVID testing for entry into.


Traveling to Belgium 
As from August 1st, all passengers travelling to Belgium will have to fill in a Passenger Locator form (PLF) available here, 48 hours prior to their arrival in Belgium, regardless of their departure point and nationality. Passengers failing to comply with this obligation or providing misleading or incomplete information can be denied access to the Belgian territory and fined.

If the passenger does not comply by presenting the PLF duly filled out the airline has the right to deny the boarding of the passenger on the flight. Thus, the passenger must present one of the two documents mentioned below prior to their boarding:

  • The proof of submission of an electronic PLF. This is the document with a QR code with a copy of the information that was submitted. 
  • For passengers who were technically unable to submit an electronic PLF, a paper PLF duly completed and signed. For intra-Schengen flights, this paper form must be collected by the air carrier and handed over to the health/designated authorities at the airport of arrival in Belgium, immediately after the flight. For extra-Schengen flights, the form must be handed over by the passenger himself to the authorities responsible for border controls in Belgium.   

Traveling to Ireland
Passengers arriving to Ireland from overseas, including Irish citizens, are legally required by the Irish authorities to complete a COVID-19 Passenger Locator Form available here and this should be done during the 48 hours prior to their arrival in the country. It is a penal offence not to complete the form in the manner specified. It is an offence to provide false or misleading information on the form. Following completion of the Form you will be issued with an email receipt. More information on the Passenger Locator form is available here.

Passengers are obliged by law to present the email receipt or a completed printed version of the form to an officer at the point of entry to the State.

The public health measures that apply to all of the population in Ireland, will also apply to all arriving passengers. More information on this is available here.


Traveling to Italy

Italian authorities have determined that passengers who do not hold (i) an Italian passport as Italian citizens or (ii) a Schengen passport and residence in Italy; are prohibited from entering Italy when in the last 14 days they have stayed or passed through one of the following countries: Armenia, Bahrain, Bangladesh, Brazil, Bosnia Herzegovina, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru, Dominican Republic.

Hand Luggage Restrictions
As per the restrictions imposed by Italian authorities, on flights to / from Italy passengers cannot place loose items of clothing into overhead bins. Any items of loose clothing should be placed within the hand luggage or kept with the passenger.


Travel to Luxembourg
The Ministry of Foreign and European Affairs of Luxembourg informs that citizens of the European Union, citizens of the United Kingdom, countries of the Schengen Area, San Marino, Andorra, Monaco and the Vatican as well as family members are free to enter the European Union regardless of reason and not just to return home.

As of 1 July, the following national categories of third countries are allowed to enter Luxembourg:

  1. Third-country nationals who have a long-term residence permit / residence visa in one of the States of the Union or in one of the countries associated with the Schengen Area under European regulations; or who has a long-stay visa issued by one of the states mentioned;
  2. Health professionals, researchers and professional caregivers for the elderly;
  3. Cross-border workers;
  4. Seasonal agricultural workers;
  5. People whose occupation is related to the transport sector;
  6. Members of diplomatic bodies, staff of international organizations and persons invited by these organizations whose physical presence is required for the proper functioning of the organizations; military personnel; staff in the field of cooperation and development and humanitarian aid; civil protection personnel; in the exercise of the respective functions;
  7. Passengers in transit;
  8. Passengers traveling for family reasons and holding supporting documents;
  9. Sailors;
  10. People who need to apply for international protection from Luxembourg for other humanitarian reasons;
  11. Third-country nationals traveling for studies;
  12. Highly qualified third country workers if their employment is economically necessary and their work cannot be carried out from abroad.

For the categories of travelers described in 8, 11 and 12, the minister of foreign affairs or the embassy of the respective country must issue a specific certificate

From 1 July 2020, third-country nationals are also allowed to enter Luxembourg when they reside in one of the following countries: Algeria; Australia; Canada; China (when there is reciprocity at European Union level); Georgia; Japan; Montenegro; Morocco; New Zealand; Rwanda; Serbia; South Korea; Thailand; Tunisia; Uruguay.

In addition to the usual documents, passengers residing in the countries described must have in their possession additional official documents proving their residence in the third country for which restrictions have been lifted, such as certificates of residence and / or work visa issued third country of residence. These documents must be accompanied by a translation into one of Luxembourg's administrative languages or into English.


Traveling to the United Kingdom
As of June 8, new rules are in to affect for passengers, residents and non-residents, travelling to the United Kingdom. Passengers will need to: 

  • Fill out the online form available here, providing information regarding the journey, as well as personal contact information. The form can only be submitted within 48 hours before the scheduled arrival in the United Kingdom;
  • Self-isolate for a period of 14 days at the location where you will be staying. Click here for more information.

Traveling to Spain

Before traveling to Spain, all passengers departing from any airport outside of Spanish territory, must fill out the health control from, available here (www.spth.gob.es). After completing the form, the passenger wit receive a QR code associated to their trip, which will have to be presented upon arrival to Spain.

Passengers who have not been able to complete the online health control form may, exceptionally, submit it in paper format.


Traveling to Switzerland
Since 6 July 2020, passengers arriving in Switzerland from certain areas are required to go into quarantine for a period of 10 days. This measure is based on the COVID-19 Ordinance on International Passenger Transport Measures and applies to persons entering Switzerland from countries or areas with an increased risk of infection with the coronavirus.
Passengers must notify the competent cantonal authority within two days of your arrival in Switzerland and follow the instructions given to you by the authorities. Costs incurred during quarantine must be borne by the passenger.

Anyone who evades quarantine, or who fails to comply with the duty to notify the authorities, is committing an offence under the Epidemics Act and is liable to a ¬fine of up to CHF 10,000.

North and South America

Travelling to Brazil
The Brazilian Government allows foreigners to enter by air, provided that the appropriate migration requirements are met, including possession of an entry visa when required by the Brazilian legal system.

The foreign passenger (including children and babies) with a visit to Brazil for a short stay, of up to ninety days, must present to the airline, prior to boarding, proof the purchase for health insurance valid in Brazil and with coverage for the entire duration of the trip, under penalty of being prevented from entering Brazilian territory by the immigration authority. The same rule applies to foreign family members (non-residents), even those with Brazilian parents and spouses.

Foreign passengers who do not reside in Brazil and, therefore, are not registered in the public health system, also need to meet the following requirements:

  • Proof of a private health insurance contract, valid in Brazil and with coverage for the entire duration of the trip;
  • The insurance must have a minimum coverage of R$ 30,000.00 reals;
  • The insurance contract must be in Portuguese or English;
  • The document must contain the name of the passenger and the number of the identification document with which he is traveling.

 

SEAMAN must ensure that they are in compliance with procedures and that their agency has already provided the necessary documentation, for those who are traveling for tourism the above rules apply.

Passengers in transit to MERCOSUR countries must comply with the procedures of their country of destination and are exempt from presenting proof of a health insurance.

Flights to certain Brazilian states, including Rio Grande do Sul, are also prohibited.

Traveling to the USA

Passengers who have stayed, in the last 14 days (including periods in transit), in the following countries are not permitted to enter the United States of America:

Europe: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain , Sweden and Switzerland; United Kingdom (excluding territories outside Europe) and the Republic of Ireland;

Asia: China (excluding the regions of Macau and Hong Kong); Islamic Republic of Iran;

South America: Brazil.

This entry restriction does not apply to US citizens, residents of the United States, family members of US citizens and other individuals who are covered by the exceptions defined by the Government of the United States of America. Confirm all the conditions here.


Travelling to Boston, Massachusetts
As of August 1, all passengers entering the state of Massachusetts, including returning residents, are required to:

  • Complete the Massachusetts Travel Form prior to arrival, unless you are visiting from a lower-risk state designated by the Department of Public Health. 
  • Quarantine for 14 days or produce a negative COVID-19 test result that has been administered up to 72-hours prior to your arrival in Massachusetts. 

If your COVID-19 test result has not been received prior to arrival, visitors, and residents must quarantine until they receive a negative test result.

Africa

Traveling to Angola
The borders of the Republic of Angola remain closed, with the entrances and exits of Angolan national territory subject to sanitary control defined by the competent authorities, in accordance with International Health Regulations and National Health Regulations.

Only flights for special situations are allowed, with TAP currently operating on the following conditions:

  • Return to Angola of nationals and non-national residents;
  • Return of foreign nationals to their respective countries;
  • Official trips;

 

Without prejudice to other formalities, entry into Angolan national territory is dependent on the presentation of a negative RT-PCR test for Covid-19, carried out within 72 hours prior to departure, as well as having an authorization issued by the "Comissão Multissectorial" or by "MIREX".

Passengers who have tickets for to Angola but do not fulfil the mentioned conditions should contact TAP in order to confirm how to proceed or contact the Travel Agency through which the ticket was purchased.


Traveling to Cape Verde

Passengers traveling to Cape Verde must present a negative PCR test for COVID-19, carried out within 72 hours prior to boarding, as well as proof that the online pre-registration form, available here, was duly submitted.

Passengers whom are allowed to enter Cape Verde:

  1. Passengers with a Cape Verdean passport, Cabo Verdean nationals who have acquired foreign nationality, as well as their spouses and descendants, upon presentation of a passport, birth certificate, marriage certificate or other document attesting to the fact that they were born, married, or are children of a father or mother born in Cabo Verde, diplomatic or service passport, a laisser-passer or letter of transit, as well as citizens residing in Cape Verde are exempt from completing the online form.
  2. Foreign citizens, who justifiably are traveling for professional reasons, family reunions, health, and educational reasons.

Passengers listed in paragraph a) are exempt from submitting the online form. Passengers who are not part of this exemption and who do not pre-register will not be able to enter Cape Verde.

Traveling to Gana
All international arrivals including those from the ECOWAS region will be required to meet the following health requirements prior to admission into Ghana by the Ghana Immigration Service:

  1. Must not have any symptoms suggestive of COVID-19 including body temperature >38°C
  2. Possession of a COVID-19 negative PCR test result from an accredited laboratory in the country of origin.
    1. The test should have been done not more than 72 hours before the scheduled departure time from the country of origin
    2. For passengers who transit through other countries before arriving in Ghana, the first country of departure will be the reference point
    3. Passengers who depart Ghana and return within one (1) week will not be required to present a COVID-19 test result from the country of departure. They will however, undergo mandatory COVID-19 testinh upon arrival to Ghana.
    4. Children under-5 years of age will not be required to undergo testing at the airport
    5. Persons who arrive under emergency circumstances such as diverted flights will not be required to undergo testing if they do not leave the airport or remain in transit and do not leave the hotel. 
  3. Must wear a face mask appropriately (extending from the middle of the nasal bridge to halfway between the chin and the neck) 
  4. Be subject to a mandatory COVID-19 test at the airport terminal, which costs 150USD and this cost will be borne by the passenger 
  5. All persons testing positive will receive further clinical assessment and treatment 
  6. All persons testing negative will be advised to continue to observe COVID-19 safety precautions following arrival in Ghana

Traveling to and from Mozambique (humanitarian flights)

The Portuguese Embassy in Maputo has informed that, in cooperation with the Mozambican Government, humanitarian flights will be carried out between Lisbon and Maputo with passenger transport in both directions.

As these are humanitarian flights and support for repatriation, only passengers who meet the following conditions will be allowed to travel on the mentioned flights:

Flight Lisbon – Maputo

  • Mozambican nationals; or
  • Legal residents in Mozambique; or
  • Holders of an exceptional authorization to enter Mozambique, granted by the Mozambican authorities, pursuant to Article 10 (2) of Decree No. 51/2020 of July 2 of the Republic of Mozambique.

According to the Decree of the Council of Ministers of Mozambique no. 69/2020, of August 11, 2020, the following health rules apply to all passengers traveling to Mozambique:

  • Presentation of RT-PCR tests for Covid-19 (SARS-CoV-2), with a negative result, carried out in the country of origin in the last 72 hours before departure;
  • Subject to the mandatory home quarantine for the period of 10 consecutive days;
  • Must conduct new RT-PCR test for Covid-19 (SARS-CoV-2), with a negative result, at the end of the quarantine period, at their own expense;
    • If the passenger is unable to bear the cost of the test, than he is subject to mandatory home quarantine for 14 consecutive days.

 Traveling to Senegal

The Republic of Senegal has decreed that, entry into Senegal is only allowed to passengers with Senegalese nationality and foreign residents, provided that proof of residence in Senegal is presented when boarding the flight.
Additionally, and regardless of nationality, there are also the following exceptions where passengers are granted entry to Senegal:

  • Nationals from countries belonging to the African Union (WAEMU) and the Economic Community of West African States (ECOWAS)
  • Passengers in transit
  • Diplomats
  • Passengers traveling for family reasons and duly justified imperatives.
  • Flight crew
  • Medical personnel
  • Military personnel
  • Members of international organizations on a humanitarian mission
  • Third-country nationals studying in Senegal

Traveling to São Tomé and Príncipe
Passengers traveling to São Tomé must present a negative RT-PCR test for COVID-19, carried out within 72 hours prior to traveling.
 
Children between 0 and 3 years old are allowed to enter without having an RT-PCR test. For this, they must be accompanied by their parents, or duly authorized person, who themselves must have a negative RT-PCR test, carried out in the 72 hours preceding the trip.
 
If any passenger shows symptoms suggestive of COVID-19 during the flight, or on arrival, and its temperature is equal to or higher than 38 degrees Celsius, they will be screened with a quick test and according to the result obtained, appropriate measures will be taken for the situation.

For some destinations it is mandatory that passengers complete an online form, prior to the flight, proof of which will need to be presented at control points upon arrival. For destinations that do not have an online form, passengers will be requested to fill out a form during the flight.
