Except for Andorra, Faroe Islands, Gibraltar, Greenland, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland, and Vatican City State, as these countries adhere to the EU Pet Passport.
The requirements, rules and documents listed below do not exempt you from consulting the General Directorate of Food and Veterinary Medicine or a veterinarian. It is your responsibility to obtain the necessary information and ensure you have all the required documents for transporting your pet.
General points to consider regarding flights from non-EU Member States:
- The Health Certificate for entry into the EU is valid for 10 days until the date of checks upon arrival, and for an additional four months for movement within Member States (unless the anti-rabies vaccination expires before that);
- The EU Pet Passport remains valid for the return flight, provided that the information it contains has not changed during your stay outside the EU. If there have been any changes, the Health Certificate applies. Passports issued in the United Kingdom up to January 1st, 2021, are not valid in this context;
- For flights departing from non-EU Member States and with Portugal as the final destination, completing and submitting the arrival notification form is mandatory. You must send this form as early as possible, using the contacts provided here (PDF, 165 KB, PT, EN), no later than 48 hours before your arrival.
Flights to the United Kingdom:
- Pets cannot be transported in the cabin or the aircraft's hold (on direct routes or with stopovers), except for assistance pets, which are permitted in the cabin.
Flights departing from the United Kingdom (except Northern Ireland and London Gatwick*):
*In flights departing from London Gatwick Airport (LGW), the carriage of pets as baggage, either in the cabin or in the aircraft's hold, is not permitted.
Flights to Brazil:
Entry into the country: Only permitted upon presentation of the Internacional Veterinary Certificate. The EU Pet Passport is not valid;
Connecting flights operated by GOL and Azul: Pets cannot be transported on TAP flights with connecting flights within Brazil operated by GOL (G3) and Azul (AD). This rule applies to all flights operated by those Companies;

Flights from Brazil to the EU:
1When returning to Brazil, the following documents are valid: a Health Certificate issued in Brazil for entry into the European Union and a Brazilian passport for dogs and cats, provided that no more than 60 days have elapsed from the date of issue of the former or the pet's departure date recorded in the latter. The anti-rabies vaccination must also remain valid.
2Electronic International Veterinary Certificates (eIVCs) for pets traveling to or transiting through Germany, Italy, Sweden and the Netherlands must include, in addition to the digital signature of an official veterinarian from the International Agricultural Surveillance System / Ministry of Agriculture, Livestock and Supply (VIGIAGRO/MAPA), a stamp and additional signatures (referred to as a seal). For the remaining EU countries, no additional stamps or signatures are required, as the digital signature of an official VIGIAGRO/MAPA veterinarian is sufficient.
